Chet Seto
Founder and Managing Director
Chet’s Key Responsibilities:
- Leading strategic planning, resource allocation, accounting, legal compliance, and risk management activities
- Business development and technical quality assurance across all services
- Managing operations and personnel associated with Department of Defense contracts
- Preparing detailed technical and cost proposals
- Serving as the primary liaison with government contracting officers and representatives to ensure project success
Chet Seto leads CJSeto Support Services with more than 35 years of experience in environmental, operational, and program management. As the founder and Managing Director, Chet oversees everything from corporate strategy and legal compliance to technical quality assurance and business development.
His leadership ensures our team consistently delivers high-quality results, especially on Department of Defense contracts.
Before starting CJSeto, Chet served as a naval aviator and retired as a Captain in the U.S. Navy Reserve. He credits his Navy experience with shaping his leadership style and giving him a deep understanding of complex contracts and regulations.
Chet has also been a DARPA program manager, hazardous materials manager, and safety engineer, making him well-versed in navigating technical detail and big-picture strategy.
One lesson Chet brings to CJSeto every day is the value of staying true to your principles. Building a company rooted in those values and watching it grow while supporting clients across the country has been one of the most meaningful parts of his journey.

Kimberly Paurazas
Chief of Operations
Kimberly’s Key Responsibilities:
Oversee the day-to-day company operations, including:
- Evaluating and implementing business procedures and improvements to ensure quality services;
- Ensuring work environments are adequate and safe;
- Developing new partner working relationships to ensure the sustainability and profitability of the company;
- Working with Directors, Department Managers, and program Managers to ensure goals are met, collaboration among team(s) is successful, and processes run/are implemented within schedule and effectively.
With over 28 years of experience in environmental compliance, Kimberly Paurazas brings a sharp eye for detail and a calm, collaborative approach to her role as Chief of Operations. She keeps the day-to-day running smoothly, working with department leads to improve processes, ensure safe work environments, and build strong relationships with partners.
Kimberly’s early roots in a close-knit, farm-based community and her 10 years in 4-H helped shape her leadership style. She brings those same values (head, heart, hands, and health)into her work today: clear thinking, loyalty, service, and accountability.
What stands out most to her about CJSeto is the company’s agility. “We’re small, which means we can move fast,” she says. “That flexibility lets us adapt quickly to client needs and make meaningful changes when it matters most.”
Kimberly values learning from mistakes, growing through collaboration, and creating a culture where CJSeto’s clients and team members are empowered and supported.

Debra deFriesse
Director of Corporate Services & Facility Security Officer (FSO)
Debra’s Key Responsibilities:
- Coordinating client onboarding and offboarding, setting up accounts, and distributing login credentials and final employment information;
- Administering employee benefits such as medical, 401(k), and Aflac enrollments;
- Overseeing regular payroll processing;
- Managing security clearance documentation and compliance across all contract roles.
Debra deFriesse wears many hats—and wears them well. She manages onboarding, benefits enrollment, payroll, and security clearance processing, making her one of the first and most consistent contact points for CJSeto employees. Her sharp organizational skills, adaptability, and reliability are vital to our corporate operations.
Debra’s journey with CJSeto started through a temp agency over 20 years ago. What began as an office assistant role quickly evolved as the company grew. From setting up new offices to taking on HR and administrative systems, she’s been part of nearly every major chapter in CJSeto’s growth.
“I love the flexibility of working remotely and supporting a team I believe in,” she says. But she also enjoys reconnecting in person, visiting field offices, and meeting the people behind the emails and phone calls.
Debra brings excellence and responsiveness to CJSeto. Her goal is to ensure that each client is onboarded smoothly, supported throughout their project, and problems are solved quickly.
